The Birmingham NEC is looking to a partnership with the leisure group, Genting Stanley and LG, the electronics firm to both improve the current NEC and to build a range of facilities where visitors can relax after exhibitions.
The idea is that the new facilities, such as restaurants and pubs, will attract people who are at the conferences and gigs that are held at the NEC and tempt them to spend more money.
One of the facilities that they are looking at adding is a large casino.  While these casinos are not large by international standards, with just 150 slot machines, with maximum jackpots of £4000, they are still quite large by UK standards.
The interesting thing is that the NEC does not have to rely on the central government to allow the casino, as the authority to allow these large casinos has been given to 8 different local authorities, including Solihull, who happen to have final say on what does and doesnt get built around the NEC.
Usually, planning permission for casinos is controlled by central government, but they have seen fit to delegate this power out to local government, allowing them to make the final decisions.
This means that the problems that generally surround larger casino developments, such as the Manchester super casino fiasco (albeit on a smaller scale), hopefully wont happen in this case.

Tennis used to have matadors too, we called them serve and volleyers. They are nearly as extinct as the dodo bird, and with good reason. Given the power of today’s racquets and the stringing technology, you’d be one crazy fool to venture into net on every serve. Even a well-placed volley these days is likely to come flying past you, and God knows there just aren’t many guys who know how to stick a volley anymore. They don’t know because they don’t get enough chances to practice it enough since they never go to net anymore. They’re scared, and with good reason. Who wants to get caught and passed at the net by the fearsome groundies of a guy like NadalVerdascoAndreevGonzalez? Take your pick of names and fill in your own guy, because there is certainly a raft of people out there who can make you pay off the ground. It takes a peculiar sort of personality to cope with that kind of…well, abuse, for want of a better word. You need to be strong enough mentally to let the passing shots wash over you so you can venture forward again.
If you’re a real retro type like me, you probably cheered lustily when the news was announced a few weeks ago that Patrick Rafter was returning to play the Black Rock seniors tour. Rafter lived at the net when he played, which was mostly throughout the 90s. He was one of only five male players to win the Open at least two consecutive years, along with Connors, McEnroe, Lendl and Federer. Rafter himself has said his best match was probably his semi-final victory over Michael Chang in the ‘98 Open run. I can remember Chang’s brother and coach sitting alone in the stands after the match, in tears as he attempted to mentally reassemble what had transpired there. Rafter just destroyed him, 6-3, 6-3, 6-4, in a match that marked the beginning of the end of Chang’s career, even though Chang was the favorite. Rafter then beat countryman Mark Philippoussis in the final for his second straight Open win.
But even in the midst of his successes, you could sense that Rafter’s days were somewhat numbered. The game was already starting to change into a baseliners’ paradise. He and Pete were about the last of the serve and volleyers, and even though Roger Federer stepped up to claim that if he wanted to, he has backed off that now, saying it’s too hard to play net when you can win a lot of points more readily from the baseline. And besides, these days it’s so hard to play net off of the serve because the returns come back at you so fast and forcefully that you’re lucky they’re not kicking back up on your feet at the baseline as you step in from your serve.
Rafter had a certain cheeky charm going on that was part of the fun of watching him play. He was the ultimate swashbuckler who never met a ball he couldn’t come in on. Or at least he THOUGHT he could come in on. As I watched his matches I’d say to myself, “OK, surely he‘s not gonna come in now, having just gotten passed good by wht’s-’s-face, but oh my look he’s coming in AGAIN!” What made Rafter such a treat was that he was a man who loved a good battle. But then what fine Aussie lad doesn’t? Lately Rafter’s main battles were hanging ten on waves off the Queensland coast and changing diapers for new family members. So naturally people were curious as to why he is returning to the game now.
“You always want to know if you still can play tennis well enough. That is why I decided to come back and have a game. There is a good group of guys playing (on the Black Rock Tour of Champions). I’m very lucky to play with some good friends as well. So it’s to find out if I can still compete with these guys and so far it has been ok.”
How did it go for him physically and in terms of match toughness?
“When it gets into tight situations you can forget what the correct play is. There can be two or three points turning a match and if you don’t win those points sometimes you can lose those matches. I think that is probably the biggest thing.”
What sort of shape is he in?
“I’m staying fit back home doing a lot of fitness work. I’ve done a lot of running so my legs are ok. My heart is ok, I’m feeling strong. But I will see how much fun it is when I wake up tomorrow - I think I’m going to be sore!”
When asked about his thoughts on the courts now, Rafter said:
“Goran (Ivanisevic) said it’s incredible how slow the grass is now. He spoke to Federer about it and told me that’s why Federer doesn’t serve and volley, it’s just too slow. I think Wimbledon needs to change its grass and make it quicker because to me, watching grass court tennis from the baseline is not how it should be played on grass. It’s fine for clay but not for grass. I think they should make it quicker.”
When asked what advice he would impart to new players, Rafter speaks not about his favorite surfaces of hard courts and grass, but surprisingly of clay:
“Well, I think you have to learn to be very patient and learn how to play on clay. I think it’s a very good grounding for players. Over in Europe they have very good clay court tennis and that makes you very tough. That’s the problem back in Australia, we don’t have that. I also think it’s important not to stay in junior tennis when you are 17 or 18, so get involved in men’s tennis as quick as you can because it’s a very different game.”
Now that he’s back, how well is our lad battling? He entered the Graz event in Austria as his first stop on the Black Rock Tour, beat Pioline, LeConte, walked over Muster, then beat another serve and volleyer, Michael Stich, to win his first seniors title. There is no timetable for Rafter now, so we can only wait and see how far he wants to take his “return.” It’s fortunate for all of us though that two of the all-time classic serve and volleyers, Rafter along with Pete Sampras, have decided they want still a bit more of the fun. Both men have returned to the game within the past year. I’m hoping the Black Rock Tour touches down close to me, I’d love to see the soft hands and net play that made Rafter one of the classiest and more thrilling guys to follow on tour.

I suppose that’s the biggest question arising from this morning’s fatal shooting of Jonathan Fontanez, 17, in West Park.
Fontanez allegedly assaulted deputies with a baseball bat, injuring two, and was killed after he allegedly went for a deputy’s gun.
Clearly, if this version of events is true, it’s hard to have sympathy for Fontanez or fault the deputies’ response. You come at law enforcement with a bat, you pretty much deserve whatever happens.
Sheriff’s Office spokesman Jim Leljedal said police often serve warrants in the middle of the night, “because that’s the best time to find people at home.” Said Leljedal, “The deputies were onto this guy, they knew he was there and he was awake.” He said Fontanez’s age was immaterial.
According to Broward court records, Fontanez faced an Aug. 21 arraignment on two felony charges stemming from a May 2 incident in Hollywood. On July 31, state prosecutors filed charges of robbery with a deadly weapon and aggravated battery/serious bodily injury.
So Fontanez had a possibly violent history, a good reason why the Sheriff’s office would approach his arrest with a tactical unit. Leljedal said the tactical unit was working another operation in the area before it went to Fontanez’s house.
Some of Fontanez’s family and friends said Fontanez might have thought he was dealing with home invaders, something the Sheriff’s Office disputes.
Leljedal said deputies, including one in uniform, knocked at the front door and made contact with Fontanez’s mother, while others in tactical gear were in the back, where Fontanez allegedly attempted to flee.
I still don’t know if 2 a.m., when people might be startled, intoxicated and prone to misjudgments, is the best time for a raid. Are there shrewder and stealthier ways of nabbing the teen, like waiting for him to come out in the morning?
And for all those in law enforcement, please don’t take the question as criticism, “anti-police bias” or “hate.”
I’m just asking for an explanation to help people understand why police operate the way they do.
After seeing all the comments in response to my previous blog and Sunday column, I’m beginning to wonder if some people even read the words I write anymore.
Let me reiterate: I respect police and appreciate the dangerous job they do. I’ve been on enough ridealongs to know how every seemingly “routine” event can go awry.
But it’s my role as a newspaper columnist to examine policies, procedures and police-public confrontations, especially if a result turns out tragically, so there could be improvements in the future.
Police have a weighty responsibility in society. They carry guns. They have the power to arrest. And they can shoot when they feel threatened.
I’d hate to live in a country where police or government actions are beyond scrutiny or questioning. I get the sense that’s exactly what some people would prefer.
